Bilgecrawler 6th Oct '08 14:00	Were there ever any safety issues that could not have been addressed from within the existing legislation? It makes one wonder how the amalgamation of the toll account with the general account aids my safety on the water.....

The Boat Safety Scheme is already in place using a Byelaw route

Directions will be introduced by the Marine Navigation Bill

Hire Boat regulation will come into being with the Code for the Design, Construction and Operation of Hire Boats.

The rest is about the diminution of the Navigation purpose as set out in the 1988 Act.
