This has been my contention all along, Richard. If their presence there can be construed as a hazard to navigation, not just water voles, then those regs, if the Bill goes through, heaven forbid, could be used that way. And you wouldn't need to be an aquatic hippy either!

With regard to the Bill I don't suppose many of us actually know what is now in it.

I recently had a mutually agreeable meeting with John Packman. No smooth talk, no spin, no small person versus big person, just a reasonable and considered discussion.

It is quite obvious that the Bill is being tweeked on the run. In one instance, that of 'special directions', I have an assurance that they will only be used for navigational issues, and not for moving us on over other issues. Apparently that amendment will be worded into the final Bill.

Until we actually have sight of the final submission then I suppose we shall have to keep guessing. The BA is listening, they do want to see the Bill passed.

In the meantime I suspect both parties are keeping their cards close to their chests, and their powder dry.

And I'll bet everyone of them has an easier passage. Trying to be too clever is not always an advantage in politics.

Strip the BA Private Bill back to the Boat Safety Scheme it was intended to be and it'll swim through the Lords. If the Commons committee cost £50k, the Lords will be more - if only because more individuals will petition. The cost of being too tricky can therefore be identified as at least £100k - and that's just after the Bill was deposited. The manner of consultation and presentation has also been responsible for much of the mistrust felt towards the BA. OF
