I may well have missed a trick here but a notice in the EDP Oct 13 referred to new Boat Safety Byelaws, found here, I think:-

Are these being promoted in case the Bill fails? If so, why did we need a Bill for this purpose?

Would someone please enlighten me?

Suggest you call up and ask the BA. While you're on the phone, you might ask them why they don't put dates on many of their postings, like that one!

The BA has made no secret of the fact that they might have to bring in the Boat safety Scheme by the back door if the Bill looked less than likely. Good news really, and proves the point that the bill really isn't needed.
